How does protein synthesis differ in the ER so that some are soluble and some are membrane-bound?

Two proteins are synthesized in the rough ER: one is a secreted, soluble protein and one is a plasma membrane embedded protein. Both are brought to the ER membrane via interaction between the SRP and the signal sequence. How does their synthesis into the ER differ so that one remains soluble and one is membrane-bound?
