Is the European Union in a sense one giant country?

I know they have a united currency and such and are united in some policies, but are the countries of the European Union joined in the same way states in the USA are? Are the countries of the EU truly joined into one government (like all the states in the US have one federal government) or are they more in cooperation with each other like those in the UN?
